So mixing races would result in situations that are unruly or lawless. very flattering to the black folks. It implies black people are uncivilized.

So white people are uncivilized and that is how he justified segregation in schools? I'm very skeptical. He said it was a matter of black pride. then he said it would lead to a race war. Do you agree with that?

Biden was talking about blacks being uncivilized, not whites. You are simply giving a democrat the benefit of the doubt in a way you would NEVER give Trump if he had said it.
