When laws are not enforced, or enforced equally can the governments that behave that way last? Is it planned, just to allow it to get out of hand so badly that a huge power grab seems the right thing to do?

Governments make laws.
The police enforce laws.
Judges uphold laws and hold people accountable to the laws.

These powers have to be seperated, otherwise you get corruption and integrity flies out the door.
