Do speed limits on roads save lives? Of course they do.
Would lowering the speed limit save more lives? Of course they would.
Why doesn't congress pass laws to lower the speed limit to save lives? Because driving fast is more important than saving lives. When congress and Reagan raised the speed limit back in the 80s saving lives was clearly not a priority.
Seat belt laws save lives and they are enforced with fines. Wearing a seat belt is a choice too. You can not wear one, get harassed by the cops and pay lots of fines. Most people try to avoid the harassment though. Helmet laws for motorcyclists were repealed here in Michigan. Helmets save lives, but Michigan opted to let the motorcyclist get higher insurance rates instead. I guess human life is not as important if it costs the taxpayer nothing.
Forced really isn't the correct term. Compelled by harassment is more accurate.
Society does not always prioritize saving lives. You need to remember that.
