Of course, a signature requirement is a valid way to verify ID but disenfranchising someone for forgetting to put a date on an envelope when all that matters is when it is received is an obvious violation of their right to vote. Hopefully when the PA Supreme Court finally gets around to reviewing the constitutional question it will stop this practice.

But the law doesn't say that those votes don't count - it doesn't say either way. That's why there were court cases i.e. to interpret the law.
