"Food stamps", as you call them, do not exist anymore.

Recipients get cards (called EBT cards, look it up) that act as a debit card that they use to buy their groceries. They get regular deposits to these cards, depending on their level of aid. Much more secure.

Don't fear the future. All you have to do is understand it. (Tough, I know.)
