I really don’t get the gist of your question, but I will say this….. why would a law abiding citizen fear law enforcement. So I would say that Not fearing law enforcement is not a problem.

Just follow the instructions of the police when pulled over in a traffic stop and you won't get shot.
Get hostile and belligerent and act like an ash.hole and bad things will happen, especially if you try to drive off.

The point is you keep claiming everyone is afraid of the police but when they come around them intentionally to harass, annoy, and get on their way, they obviously are NOT afraid of them.
the are contemptuous of them and that's why they get arrested and hurt when they resist arrest.

She should have been afraid..she should have fought back .. she should have fled sooner, right?
No she should have followed the officer's instructions and gotten out of her car.
No harm would have come to her.

I don't believe you re: your location.

From my own experience and from my experience as a juror, if there's even one micro-movement or hesitation that the police can interpret and frame as resisting arrest, bad things can happen.

Should the police be servants of the public, or oppressors of the public?

Also, I am somewhat informed and influenced by my earlier interest in Russian literature and what happened to so many Russian and Soviet writers.
