Daladier was already mentioned and General Gamelin was not a political leader. But as leaders go, few turned out to be less effective than he. He had years to plan for a military showdown with Germany and yet, with a numerically superior or at least equivalent force (when combined with the BEF and the satellite armies), he essentially lost the whole war in 5 days. Some honorable mention to whomever thought up the ingenious maginot line. Half a wall; and the open half being the half that the Germans marched through in 1914 anyway.

As for the other president Johnson, wansn't he impeached? I think he and President Clinton are the only presidents to ever be impeached.
