Interesting article. I heard about project Popeye in Vietnam, but not about the hurricane thing. The dry ice makes sense, but it seems like it would take more than 80 pounds of it to cause enough condensation. I doubt one dose could do it though. It would take repeat doses to keep the cycle going.
