yes man, but if something was highly regulated or banned, the risk to run it is higher. At the very least Bubba the redneck wouldn't sell his gun in the parking lot of a walmart because he is short on cash. At the very least dumb shooters would be caught early because they asked one too many people "how can i get a gun" and eventually a cop heard about it. At the very least a teenage school shooter might change his mind when it turns out a gun now costs 10k instead of 1k
