We expect people who drive cars to be licensed. We expect people who drive on public roads to have insurance. The right to bear arms needs to be tied to responsibility and obligations against unlawful use. Unless the government makes it harder to get guns and enacts a countrywide program of continuous gun reclamation, our solution to gun violence will only be thoughts and prayers.
