Intent does not matter so perception only matters. Masked people with guns should be shot down. They should be perceived as criminals.

A line has to be drawn somewhere. Are you waiting for criminals posing as ice to exploit people for you to decide masked ICE was a horrible idea? That is the inevitable end to it.
