ICE is responsible for enforcing those laws.
The constitution gives people the right to PEACEABLY ASSEMBLE, and to petition the govt.

The gov and mayor in mn are being negligent in their sworn duties to protect the constitution. They are acting criminally when they incite rioting.

The existence of a law doesn't on its own justify ICE actions. They should do the job well. They are doing their job very poorly, wasting excess resources where it is not needed in areas where illegal immigration concentrations are low. They are not behaving like law enforcement people at all. It's a roving band of masked vigilantes who are empowered to break laws based on recent evidence that if they do they will be shielded from accountability.
