In Mississippi Burning I remember how the KKK said "ain't a jury in Mississippi would convict us of killing blacks" and that one Federal FBI agent is like "we ain't gonna get them on murder, murder's a State charge!"
But I Googled it and it seems the Feds actually can prosecute for murder so that one won't work.
