The simple fact: We want everyone (with protected BALANCED voting rights, speaking of rights,) to have that pesky 'say' in the running of our government.
With that, a vote is held for whatever reasons, build a city park or elect a commissioner or a USA president. All things being handled properly with equal BALANCED representations, everyone agrees to live with the result.
