The way I read it it's about a totalitarian controlling state 'educating'* the populous.

*i.e. brainwashing, an apt analogy for the modern politically correct state education system.

Brainwashing;

1. Intensive, forcible indoctrination, usually political or religious, aimed at destroying a person's basic convictions and attitudes and replacing them with an alternative set of fixed beliefs.
2. The application of a concentrated means of persuasion, such as an advertising campaign or repeated suggestion, in order to develop a specific belief or motivation.


Education;

The act, process, or art of imparting knowledge


Education is where you provide information, and allow the person to make their own mind up.

See the difference? In 1984, the people were kept ignorant and indoctornated. In the real world, people are encouraged to become educated, to the end that they are able to self learn. We also have things like news coverage, whereby people can take their ability to learn and apply it to current events. News coverage would be pointless in a society where people are not educated enough to evaluate the information and make decisions based upon that information.

The military is a large (and in my opinion largely unneccessary) part of the budget in most nations around the world.
In general, military spending includes more wastage than any other industry. It also has more bribery and corruption.
