    If you looked into it, Obama would be off the hook, presumably.

    Even if zeeblebot does know, Obama must be to blame.

    Rule #1. If something bad happens then it's Obama's fault.

    Rule #2. If something good happens then either it's Obama's fault that it didn't happen sooner and it happened despite Obama's evil plans to prevent it from happening.
