Speech transcripts are given to the press before a speech is made. In this case, the line delivered wasn't in the transcript because it wasn't planned to be in the speech. Maybe it was originally in, then omitted but Obama decided to deliver it ...[text shortened]... se, it's not much of a conspiracy to stop it from being heard when it shows up on youtube.
