Reagan-era, Bush-era, Trump-era spending is what caused our current deficits. Clinton was the only one the last 40 years to balance a budget, and Obama was able to cut the Bush deficits in half while spending more on infrastructure. This kind of targeted spending on infrastructure is exactly what is needed to get budgets back on track.
Yes, it should be paid for. We just got through a Republican led surge of $7.8 trillion in deficit spending in 4 years. Time for a new approach to paying for what you spend.

We lose more money than the amount of that infrastructure bill. Then the Pentagon is bombed the next day so it is impossible to find out where it went.
