Yes, it is possible he will make meaningful input in prison. Even more than he does now, considering he will have nothing else to do, and politics is now his life. Obama was not lying when he said those things. Private insurance companies feared they would lose out if they implemented the law as passed. It was in the implementation of the act that private insurance companies stifled what Obama wanted to do with the Patient Protection and Affordable Care Act. When signed in March 2010, it included all those things. Congress never kept those corporations' feet to the fire on the Act, and so, the people were screwed, not by Obama, but by private insurance companies, as usual.

1. The ACA was signed into law on March 23, 2010, and did not ban patients from seeing their existing doctors.

2. During the rollout, President Obama repeatedly promised, "If you like your health care plan, you'll be able to keep your health care plan" (and often added that people could keep their doctors). However, in late 2013, millions of consumers with individual insurance policies saw their plans canceled or modified by private insurers because those old plans did not meet the ACA's new minimum standards.

3. Rather than a legislative ban from Congress, changes to doctor access happened because private insurance companies narrowed their provider networks and changed participating physicians to lower costs for ACA exchange plans, and some individual doctors chose not to participate in the new exchange networks.

So, "keeping your own doctor" was a mainstay of Obama's plan, but private insurance companies changed their implementation of the plan to fit themselves. Many people using the ACA network, in fact DID keep their doctor. Obama never lied about it. Private insurance companies screwed the people, NOT the ACA itself.
