This is how the elites maintain the status quo without it being very obvious.
That is why midterms usually have this result. It is planned that way when they want nothing to change. Now you will get the typical excuse for no change. Republicans will blame democrats now that they control congress and democrats will blame republicans because Trump will veto everything that will lead to change. Trump even said so. One of the few things you can believe him saying.

And it just so happens congress doesn't have enough democrats to override vetos from the POTUS. Not surprisingly, congress rarely ever does. It is planned that way.
