Comey said this when he was cozy with Trump to make her look bad during the election. Comey learned his lesson, when, having no further use to Trump, Trump fired him.
I delete emails every day. I'm not in jail yet.
I've destroyed hard drives. I'm not in jail yet for that, either.
Call it what you want. My position is that there was no "evidence". This is why she remains out of jail.

Summary

Bottom line: Comey never said Hillary "lied to the FBI" (I read his book also and he was very careful not to make such a claim though he seemed to have some doubts about the veracity of some of her statements).
In fact, none of those statement say Hillary "lied" even about her campaign statements. Maybe "normal" people in your circle don't know the difference between a false statement and a "lie" but luckily I'm here to help. From Merriam-Webster:
Lie
: an assertion of something known or believed by the speaker or writer to be untrue with intent to deceive.
