Well the text lends itself to confusion in that didn’t seem at all clear that she actually is an intelligence operative.
If it’s a secret deal then at least it’s out in the open now and can hopefully be addressed so that diplomats / spies or their spouses and children cannot cause the death of British subjects and just skip the country and avoid any legal liability.
But I’m not holding my breath.
To follow up, at first glance an employee of the State Department stationed in a foreign country would seem to be the exact type of person traditional "diplomatic immunity" applied to.
