I deal with people nearly every day who do not understand "jurisdiction". They say "What does 'subject to the jurisdiction thereof' even mean?" I tell them that if they can be arrested for breaking a law, then that country has jurisdiction over you. This is why it does not apply to children of foreign diplomats here, like ambassadors living in embassies, who very often have 'diplomatic immunity'.
Way too many US citizens in this country can't even dredge up the brain cells to understand plainly written English.
