I'm not sure what rock most of the posters here have been hiding under, but virtually every State in the Union has a Victim Compensation Board which pays benefits to victims of crimes. http://www.nacvcb.org/index.asp?sid=6
The purpose isn't "redistributive" but compensatory.

You’re killing me (and all of us). Google ‘Seattle Restitution’, and you will be utterly amazed. When a victim of a crime suffers a loss, the town will takemoney from the taxpayers, who have nothing to do with person or the criminal or the crime, and pay it to the victim.
