To differentiate between what was done before the late 1940s and what was done during the late 1940s makes no sense. In any case, the UN voted to authorize the creation of the state of Israel. The "Palestinians" who are Israeli citizens can and do vote. The Palestinians in the territories should have their own state and vote in their own elections.
