How about keeping it legal but enforcing the wearing of a crash helmet and safety goggles.
Skipping should also only be allowed if there is an adequate safety net, there are three representatives of the local fire brigade and one from the council on hand and the "skipper" must promise never to do it again.

What will actually happen is all skipping ropes will now have a label saying "Warning: harmful if wrapped around neck and suspended from hook."
Lots of children choke on small toy parts and as a result every toy has a warning label (that rarely gets read and never does any good).
