That's such a sensible solution to the problem that even the new New Labour PM may try to inplement. You deserve a knighthood if not a peerage.

A public enquiry should be held, then a licening system should come into play where by "skipping ropes" become a controlled products

In future, all "wananbe skippers" should be send on a health & safety course outling the dangers of skipping and another course on the "skipping safe"

Only after a tough exam (pass mark 90 % ) and a quote limits on "skippers" per year,

All shopholders of skipping ropes shold be through vetted

How about keeping it legal but enforcing the wearing of a crash helmet and safety goggles.

Skipping should also only be allowed if there is an adequate safety net, there are three representatives of the local fire brigade and one from the council on hand and the "skipper" must promise never to do it again.

Sounds like a better idea and the costing for upkeep should be less, the only question I have, should the ropes themselve be tested say every 10 skips to ensure product safety ?

A neck guard would be more effective. Another idea would be to make the rope not strong enough to support the weight of a child.

What will actually happen is all skipping ropes will now have a label saying "Warning: harmful if wrapped around neck and suspended from hook."
Lots of children choke on small toy parts and as a result every toy has a warning label (that rarely gets read and never does any good).

Yes your right mate, cover everyone with cotton wool, put warning signs everwhere and if possiable develop a anti-dumb hurt chip to be implanted at birth
