He believes Penny acted like a vigilante, killed a black man for "being loud" and that many are applauding him for doing so. The comments regarding black vigilantes doing the same thing to "loud" whites seems more like a "how would you like it if" scenario then an actual call to murder.
I'd agree the remarks are intemperate but clearly they aren't incitement.
