Tax money is kept in what you could call a savings account, for future use, being whatever the congress decides to spend it on. Congress may be planning on using it to pay off your neighbor's credit card, but in a few weeks, they will vote to instead buy more Wall Parts, so that is what they will use it for. To take it a step further, if Govt ceased to exist, we would likely be refunded. Certainly that is all that could be done with it.
However,
The money that I send to ABC Mortgage company is separate and apart from money of other people, it is a single-person contract between myself and the ABC Company. The payment , of MY money, is earmarked to go straight to reducing a debt, per the contract. The split-second that it is received by ABC in the payment department, it is taken by a robot over to the loan department and used immediately (no congress needed) to reduce my debt in that split second.
(You could say that ABC is merely a conduit for me to pay MY personal debt)
