Iran has been running war by proxies for decades in a variety of context. Iran controls (or at least strongly supports) the Houthis, Hezbollah and Hamas, among others. That Iran engages in wars by proxy rather than openly doesn't make it any less aggressive.

Iran supports the Palestinian resistance. That resistance would exist no matter what Iran did so calling it a "war by proxy" is ridiculous. The Saudis and others unleashed war on the Houthis and Iran supports them but Iran didn't start that war either. So where's the evidence that country is "aggressive"? Iraq invaded them with our blessings and support, the US has bombed them multiple times heck we even shot down one of their civilian airplanes killing hundreds.
