The agreement was an election year stunt, but there's no way of knowing whether Trump would have honored it if he had been re-elected. There was no reason to set a withdrawal date 15 months in the future and after the election; the President is Commander in Chief of the Armed Forces - he can order them out of a country whenever he pleases.
