The thing was, some people in the CIA knew this wasn't true because they'd actually made it up themselves as part of their cold war propaganda. But apparently the new head of the CIA refused to listen to them and took it to Reagan as if it was the gospel truth.
So, yeah, this kind of things has been going on for a while. The big problem is that the people on top are so involved in propaganda and spin, they become unable to remember where fantasy and political rhetoric end and reality begins. They eventually come to believe their own vote-winning positions. In this context, it doesn't really matter what's happened in regard to Iran's nuclear program - I fear that the American leadership will BELIEVE that Iran has advanced further, and they'll act on that basis.
