Libertarians would choose immigration rather than a welfare state. But it comes with national security problems. So, better to end open border, and give welfare only to who is supposed to be here.

Human beings are resources, the most valuable resources a country can have. It doesn't harm a country to have more of them under normal circumstances especially those who are younger, more likely to be of working age and have a higher chance of being innovators and entrepreneurs. Those are all true of potential immigrants to the US as you would know if you had bothered to read the links I provided you.
Your simplistic analogy ignores that whatever cheeseburgers you gave away would be more than made up by the cheeseburgers you would receive from the grateful recipients in the future.
