Johnson wanted the bill to pass, which is why he worked to weaken as he knew it would never pass as written. The Republicans themselves threatened to scuttle it.

Just because Eisenhower proposed it to begin with doesn't mean his whole party was onboard. Where do you think the phrase 'Eise ...[text shortened]... hook, line and sinker. The Civil Rights Act of 1964 was superior in every way to the lame 1957 Act.
