It seems that in modern times a country is defined by its acceptance by other countries. Israel exists because a number of nations in the United Nations agree that it's a country. Whether or not they had the initial right to do that is irrelevant at this point. The acceptance has existed long enough for the world culture to include the existence of the western hemisphere countries and Israel to exist. As for Kosovo, according to wiki "As of 20 April 2009, its independence is recognised by 58 UN member states and the Republic of China (Taiwan). On the other hand, the proclamation of independence is not recognised by the majority of UN countries who view Kosovo as a UN administrated province of Republic of Serbia." To me, surely 58 countries is enough to decide it "counts" but to save you the trouble of asking no, I don't have a magic number in my head above which a country is accepted and below which it isn't.

look, it is much much more basic and simple. It comes down to legitimacy.

How do you measure that?

1. can they issue passports recognized by other countries?
2. will other countries respect and trade in their currencies?
3. are their airlines and other aircraft licensed and allowed to enter the airspace of other countries and land at commercial airports?
4. are their government issued licenses given reciprocity in any field by other countries? for example, maritime licenses?
5. do other countries maintain an embassy in that country? consulates?
6. what about ships under that country's flag? allowed to enter foreign ports?
7. what about international treaties, are they parties to any? how about military treaties?
8. what about international organizations -- does the WorldBank and/or the International Monetary Fund recognize or do business with them?
9. Are their borders recognized by neighboring states, or can foreign military units come and go as they please?

were you people born yesterday, or don't you have even a clue as to what international relations are all about on a day to day basis?

don't you people travel at all?

Either an international agreement fixed their borders or the borders were fixed by warfare.
