How do you measure that?
1. can they issue passports recognized by other countries?
2. will other countries respect and trade in their currencies?
3. are their airlines and other aircraft licensed and allowed to enter the airspace of other countries and land at commercial airports?
4. are their government issued licenses given reciprocity in any field by other countries? for example, maritime licenses?
5. do other countries maintain an embassy in that country? consulates?
6. what about ships under that country's flag? allowed to enter foreign ports?
7. what about international treaties, are they parties to any? how about military treaties?
8. what about international organizations -- does the WorldBank and/or the International Monetary Fund recognize or do business with them?
9. Are their borders recognized by neighboring states, or can foreign military units come and go as they please?
