They had a certain window of opurtunity to attack Iraq with the coming of Summer with it's heat to Turkey backing down on it's commitment. That's why they are called contingincy plans.

The post that was quoted here has been removedWell Bush 1 also had the French and Germans on board when they liberated Kuwait. Bush 2 had to put up with crooked leaders who did business with Saddam and thus didn't offer the support that Bush 1 had. I dare say that if France had told Saddam to allow the inspectors to search Iraq instead of embolden Saddam with their lack of support with th US I think the Middle East would be a different place right now.
