In the US desert, Nevada I think, there wasn't a speed limit until recently.
The point here is that since it's up to each state/province/country to set their own speed limits, it's too restrictive to say to auto manufactures to restrict the speeds on cars.
Hell, speed limits are increasing with time anyway. Frickin texas has an 85 mph speed limit!

I think it's fine for a car manufacturer to make cars that go very fast; if the person driving it is the type of person who makes judgement errors like speeding it in conditions that are innappropriate, then it's the persons judgement, not the car at fault.
Your question is tantamount to saying that anywhere that serves drink is not allowed to have a car park.
I'm sorry, but there comes a time when the driver has to take responsibility for their actions rather than the manufacturer.
Now something that looks very promising. Recently I viewed video presentation of electric autos and Tesla was in the group and I fell in love. They have a website with photos. You can believe the 0 – 60 time…the aceleration was shown in the video and it literally leapt down pavement. Can you say Ferrari?
