Again: a significant portion of the country is under Russian rule, hundreds of thousands of people have fled to other countries, a significant portion of the men over 18 are fighting at the front lines, all resources are being put into fighting a larger enemy force and many cities are being bombed.
How do you hold free and fair elections in that situation?
