The Constitution does not mention martial law, and no act of Congress defines it. The Supreme Court has addressed it on only a handful of occasions, and the Court’s reasoning in these decisions is inconsistent and vague.

Ukraine did hold elections after the Crimea was annexed excluding it and the separatist regions of the Donbas.

You are just angry Zelensky is a dictator with no incentive to promote peace if he wants to continue to be a dictator. An end to the war will mean the end of king Zelensky. Peace means he will be replaced.
