I was thinking about sticking my recovery disc into my PC one day, and re-installing everything back to factory settings. If i did this, would it fix any issues i have with my operating system ? I get screen freeze sometimes, and when i shut down i get a window saying a couple of programs didn't initialise. Would reinstalling damage my PC in any way ?

You might want to do a google search first for the symptoms. That usually helps with the issues I have had.

If you do try it, make sure you save ALL of your work. There is nothing worse than flattening your PC then realising that you've lost hundreds of hours of work, irreplaceable photos, email addresses, music, correspondence etc.
If you do reprep it, it is good practise to have two partitions on your hard drive. One for storing your data and the other for the operating system. This means if you ever need to do it again, you can leave all your data in tact and just reinstall thew OS on the primary partition.
