You cannot tell a blind person how colors are because blind people have a different perception and also have a different idea about reality, they see through their hands, through sounds, i think the question is really wrong and stupid.

Q: How does one explain colour to a blind person?
If what you want to explain is the concept of color then you can easily compare them to the different notes of a violin. Each color is like a note, they can give you a certain feeling (screatching sounds for example) or they may not (brown brings no emotion to me). And they are all different but cannot be directly compared (while notes can be said to be higher or lower). I think a blind person can relate to this explanation quite well.
Now if you want to explain a particular color, that is not possible. You could however describe the feelings that colour inspires in you (which may be different than those that it inspires me.)

And finally about the dreams, if the person went blind at certain point in their life they dream like us (I once saw a blind guy wake up extremely happy because the landscape he dreamt with was so colorful). But if they were born blind they dream mostly of sounds and touch (don't know if with smells too). As I understand it, people born blind do not develop the "vision" areas of the brain and this area is reused for other purposes. So it is similar for spiderman to ask us how we "feel" our absence of the sixth sense... there is no black and no spots because the brain is trained for that. If you (properly) plug in the electricity sensing organs from a shark to a baby's brain, he will develop that sense like any other.
