Unless of course, the ambulance is badly damaged. In that case they should attend to the new ones then shoot themselves.

In the scenario you describe the first priority is to call the police. I'm not saying it's the best priority, but it IS the one that the ambulance driver must obey.

Then the second priority is to call the dispatch and report the accident.

So you see, the driver of the ambulance has no choice here. He will be told what to do.

I would say they should stabilise the casualties they are with already, so they can be left for further help. If they just went off to the first one both groups of casualties could die anyway.

My friend... once the ambulance driver calls the police he/she has no possibility of any choices. He/she cannot leave the scene of an accident, so the driver must wait there for the police to come. It would be in the driver's best interest to treat the people at the scene of the accident while waiting for the police to show up.

Key word is "triage". Take care of the injured who have a decent chance of surviving immediate care whichever disaster is worse...
