By law again the ambulance driver has to stay at the scene where he has committed an RTA. The driver of the ambulance will then get breathalised and asked for details including a valid driving licence while the other ambulance assistant will be helping those injured. Once and only once the police dismiss the ambulance driver may he proceed to the RTA he was origionally attending.

As for the police attending armed robberies/ pub kicking out times (😕) this is when they have to prioritise in which of the incidents are more important.

Again regardless of whatever else is going on in the community by law the driver CANNOT drive away from an incident.

So, let me tell you what me and my friend had to do. We were a paramedic ambulance crew in Balata, and one day as we were going to bad incident (suicide bomb), we noticed a PRCS (Palestine Red Crescent Society) ambulance obviously carrying injured persons to hospital. 3 Israeli soldiers had stopped the ambulance, dragged the crew and victims out of the ambulance, and were throwing out all the medical equipment. They were verbally abusing the Palestinians, then started physically assaulting them. We honestly thought the Israeli soldiers were going to shoot everyone, so we stepped in. Now, I'm not Israeli, I'm not even Jewish, and I was doing a voluntary job. My mate floored two of the soldiers, and me and one of the Palestinian paramedics took care of the other one.

Our priorities were:

1) aid the other medical crew;
2) aid the injured at the scene;
3) go to where the major incident was.

The city would also be civilly liable if they drove away and left someone there to die, but this your scenario is alot different than the norm

My guess, based on certain facts I know and have read is;
Another ambulance would take over at the first incident, even if it had to come from another area and even if it will take longer. If they are ALL busy EVERYWHERE then the next free one would do it.

People have been known to die waiting.
