Nope. It's bad quality. There's no definition to the edges of the image and it's not actually the official bio-hazard sign, only a poor replication.

It's because the site owner doesn't want monkeys like you leaching his bandwith. If you want to use it you'll have to copy it and host it somewhere yourself.
