Are bathtubs drains designed to drain as much water as can come out of the tap on full blast so that the tub doesn't overflow if you pull the plug?

The overflow hole is responsible for that, not the drainhole.

I have never seen taps sold with the overflow hole so I'm guessing the group of parts as such have never been engineered to function as they should.

If you change your taps then I would suggest it needs testing.

The drain is designed that way but the old pipes may have build-up and slow the flow.

Causing flood damage.

So why don't we get a drain hole with a set of taps?

How does the shop selling taps know what size drain we have?

Different sized taps have different flow rates don't they?

None of this seems to be standardised, or is it all?

Well the store selling the taps assumes you willl hire a licensed plumber to do the work.

Anyone who does there own plumbing or electrical deserves what accidents may come.

drains are standardized as well as taps. sinks are either 1 1/4 inches or 1 1/2 inches depending on the usage (lav or kitchen). The new code is for low flow heads so the amount of fill is far less than the drain rate of the sink. The old code was the overflow and drain combined were enough to (in theory) accommodate a tap left on. Of course all of that depends on the water pressure at the tap. Most homes have about 60 psi, however if a house has 80-85 psi, the flow rate increases proportionally. But chessiswar is right, if you have build up in the drain, it won't drain properly, and always hire a liscenced plumber or electrician whenever possible (or at least consult one).
