I have a lyric by They Might Be Giants in my head:
"They want to stop the ones who want a rock to wind a string around, but everybody wants a rock to wind a piece of string around."
I think this is an allegory about the police, who, as a group, are not at all in my good books tonight. Discuss.

Perhaps it means power?
