I dont know about the best voice, but one guy (who is long gone) who had a voice I thought was quite unique and unforgettable was Jim Morrison.

It's Freddy Mercury hands down.

Geddy Lee's voice is unique but some find it annoying.

Jon Anderson also has a unique voice.
