If it's a steel string, high action may be a bit much but if it's a classical, it's not that big a deal to be a bit high. Back in the '60's the british guitarists like John Renbourne and Bert Jansch had their actions set way too low, it allowed them to bend the strings ...[text shortened]... he instrument is bigger, one of the keys to being a great guitarist rather than a plunker.
When I first started I had a very basic Yamaha (classical) and the action was too high, so my teacher said, but I kept playing it. One day I was at a shop and picked up a Takamine and it was like a completely different isnstrument in term of ease of playing. It doesn't hurt to play around and shop around.
