When Bush first beat Gore it came down to Florida vote. They had punch cards.

Turns out some of the circles were not punched full, called 'chads'.

I'm sure you can google or yahoo search "hanging chad" to get the full story.

chads are those little pieces of paper that should fall to the floor if you punch the hole fully. hanging chads might move back into the hole they vacated when they are run through a vote counting machine.
