if you ignore them because of their race, it's racist. example: a stranger asks you for the time, and you ignore them because of their race, whereas you would hve given the time to a person of a different race.

perhaps also in the 'over-compensating' kind of case - e.g. giving the extra attention to show they're not racist - but i think this is more of a grey area, at least in terms of its offensiveness.
