I may have some idea of who you're talking about. That doesn't mean we have the same definition of "bully". It just means that I think I understand yours.
These people who (I believe) you're talking about are long-time paying customers of this site who contribute acti ...[text shortened]... nce, go ahead and volunteer your services. Nobody's stopping you.

Until very recently I confined my posts more or less to the Clan Forum - where taunting, goading and ridicule are expected as part of inter-Clan rivalry. 😏
After being relieved of my InVino leadership duties (...and falling out of the PFC) I had the time to actually gloss a few General Forum posts. Like yourself, Arby, I found myself asking: "If someone posts a stupid question or a boring new thread, what am I supposed to do?"
More than "gee/duh/golly-gosh" stupidity, or lack of entertainment or information value, however, I find that I object to threads that overflow with suggestive sexuality, racism, sexism and homophobia. Like yourself with respect to stupidity and boredom... what then must I do? So I have given it some thought and this is what I am doing about it.
I am currently involved on a volunteeer basis in three different capacities in the real-world community where I live. 😏 Trying to make a difference...
I came to this site initially to play chess. 😛 I founded InVino when I couldn't find enough games - at my atrocious level of play - to keep me busy. 🙄 I stayed at RHP and became involved in building InVinoVeritas into the top-notch Clan that it has become 😀 That led me into the Clan Forums...
Now that Checkagain has graciously replaced me as Clan leader, I have had a little time to peruse the General Forum, too 😲
Perhaps you're right, Arby 😲 Whenever I notice Bullying, Thuggery or exceptionally nasty instances of Trolling I will try to jump in with a bang!!! At least until the Bullies, Thugs and Trolls accuse me of their own crimes and get me banned.
Sounds like a challenging pastime 😀 In between wining and dining and just generally gadding about as we geezers do....
So, having acknowledged the presence of Bul;lies, let's have a look at Thugs: http://forums.wincustomize.com/index.aspx?aid=74497&c=1
"Every once in awhile you'll hear about a beloved website whose host has taken it down out of frustration with having to deal with Internet thugs. Internet thugs are, thankfully, not very common, but there are enough out there that they can wreck the experience in trying to admin a website.
So what is an Internet thug? An Internet thug is basically a "griefer". Someone who gets off on trying to anger and upset other people. They do this in a variety of ways and the most common way is to take advantages of loopholes or gaps in a website's forum system...
Your ability to deal with griefers is only limited by your own conscience, your affiliation with the site (if you're a moderator and not an admin, you should be talking to the site owner before you start wreaking havoc, the site owner might be better equipped to deal with the griefer), and of course your real world resources. In my case, we have lots of lawyers so any would-be blow hard making legal threats can learn the hard way just how nasty the US legal system can be, especially to someone skirting the boundaries of cyber-terrorism. Which also means you should keep a log of any posts that person has made for use as future evidence if necessary.
Griefers rarely get bored. They get off on trying to hurt other people. But they're usually stupid, lazy people who will take the path of least resistance. The best way to deal with them in my opinion is through discouragment. There's lots of potential targets for these losers, your best bet is to make yourself a less appealing target. And I do that by playing hardball with them. It's not about revenge or getting them back or even justice. It's purely about finding the lever that makes them go away when a simple ban just doesn't stick."

I've always taken Red simply as a boring puritanical blowhard...
